China Far Ahead of India in Science - PM

China is in "many ways far ahead" of India in the field of science, says a concerned Prime Minister Manmohan Singh, who pledged to more than double the country's R&D; spending to USD 8 billion a year by 2017. In an interview to the prestigious US Science magazine, Singh reiterated his concern that India's relative position in the world of science has been declining over the past few decades and it has been overtaken by countries like China. "China is in many ways far ahead of India," he said. Asked if India is competing with China in the field of scientific research, Singh said: "Well, we are competing, yes and no." "India and China are engaged in a stage of development where we have both to compete and cooperate. We are the two largest developing countries and the two fastest growing countries. China is our great neighbour. Now, we've had in the past problems way back in the 1960s, but we are finding pathways to promote cooperation," Singh said. His comments follow his recent pledge to hike R&D expenditures from around USD 3 billion last year to USD 8 billion a year by 2017. During the interview, the Prime Minister laid out his vision for science in India and commented on controversial topics, such as genetically-modified food. Singh said that Indian scientists need to focus on agriculture sector too. "We need to pay a lot more attention to the development of our agriculture. "That will accelerate the tempo of rural development, which will help to increase the opportunities for our scientists to work in rural areas in development of water- management technologies, in development of environment- friendly technologies," he said.

TN to face massive power cuts

Faced with acute power shortage of around 4000 MW and the wrath of public for long power cuts, the Tamil Nadu Government announced 40% power cut for all industrial and commercial users, 2-hour power cuts in Chennai city and suburbs and 4-hour power cut for other rural and urban areas from February 27, 2012 onwards.
Ina statement issued, TANGEDCO (Tamil Nadu Generation and Distribution Ltd) announced restriction for power usage for commercial consumers between 6 am to 10 pm. All industries will be subjected to one day power holiday in a week from March 01, 2012 onwards. The demand for power in Tamil Nadu is ranging from 11500 - 12500 MW, but the total availability from internal generation, share form central generating station and other sources is only 8500 MW, leaving a gap of 3000 - 4000 MW. While the power demand is increasing by 10% in the state, there has been no major capacity addition over the last several years. TANGEDCO also said that the power deficit situation is likely to last fora few months and from June onwards with wind power generation picking up and power projects becoming functional one after the other, it will be possible to relax some of the restrictions.

Tamil Nadu to take up Rs. 8000 crore power project in the State
TN Chief Minister Ms. J. Jayalalithaa said the state would take up the Rs. 8000 crore Super Critical Thermal Power Project at Udangudi (Tuticorin district) on its own in the face of continued delay. The project was signed the TNEB and BHEL during DMK regime in 2008, but after that not even a single stone moved forward in this project.The present CM said that due to the much delaying of the project, the government decided to take this at its own cost. The entire 1600 MW of power will be utilised by TN upon completion of the project and power generation therein. The Union Government also not came forward to give coal to the project which is the main reason for delay, she cited.
But the big question is, when the power project will start to commence?
Generally my opinion is that:-
I dont believe why the CM is still waiting to use Iron Fist to control the Kudankulam leader and have it open. This is stalling the development and progress of the state. Inspite of such acute power shortage, the extremely knowledgeable chief minister continues to oppose the kudankulam project- especially after it has met all international safety norms. Sadly it is the voting public that is forced to bear with this brazen political game.

On Sunday, February 5, 2012, after the biggest week of his career, Subramanian Swamy strode into a public meeting in Mumbai. In a darkened auditorium, he dug deep into India’s history to show a rapt audience how “Indian traditions and old values” did not support corrupt practices. Through his hour-long lecture, the Janata Party president elicited thunderous applause, repeated slogans and chants of “Vande Mataram” and “Bharat Mata ki Jai”, and much tittering when he launched his trademark broadsides against the Nehru-Gandhi parivar.

The lecture—organised by Sucheta Dalal’s Moneylife Foundation—was focused on the implications of the Supreme Court’s recent verdicts centred on the 2G scam. Though all of them were there to attend a lecture on financial literacy, you could be forgiven for thinking that the few hundred-strong audience (largely middle- and upper-middle-class) were right-wingers. Many, incidentally, were from the Anna Hazare movement where too anti-corruption zeal and Hindu imagery-morality have segued into one another.

That’s the constituency Swamy now strides across. He identified three forces that are engaged in the anti-corruption battle in India: one, independent and committed people like himself; the Hazare movement; and Baba Ramdev whom he hailed as a leader with tremendous following among the poor and backward. “Imagine if all three forces work together,” he said, to another round of applause and sloganeering.

The jokes flew fast and furious. “When I started the 2G campaign, people said ‘nothing will come of it’, but Raja went to jail, Kani went to jail, Chidambaram just missed (loud applause). In fact, someone told me the Tihar jailer was complaining the other day that Swamy was creating problems for him; I asked why and the jailer said his bawarchi has a huge problem, and it seems the bawarchi said: ‘Swamy’s only sending Madrasis here to Tihar and they keeping asking for masala dosas and all that’. Then, I said, wait till an Italian is there....” (Deafening applause.)

The Harvard-educated economist-turned-politician had the look of a cat that has lapped up lots of tasty cream. He’s all over TV—and never seems to stop tweeting to his over-50,000 followers. And why not? Swamy (who did not speak to Outlook for this story) has played a crucial role in the legal campaign in the 2G cases. He has won two—getting a time-frame to sanction prosecution against public servants and the judgement to scrap the 122 telecom licences. He has lost one—the move to make Chidambaram a co-accused—but plans to challenge this in the higher courts. This has given the perpetual outsider—a pariah—a stake in national consciousness.

Almost simultaneously, he’s making political moves. On February 4, the 72-year-old three-term Lok Sabha MP announced a new front, Action Committee Against Corruption in India (ACACI), with former RSS ideologue K.N. Govindacharya and S. Gurumurthy by his side. This isn’t just another crusade against graft in the country. Insiders confirm that the move had come after Swamy’s year-and-a-half-long attempts and hope to join the Bharatiya Janata Party had finally been dashed. Along the way, he is also finding time to track matters like India’s mammoth jet fighter deal, where France’s Dassault has pipped EADS’s Eurofighter. London’s Sunday Times quoted Swamy as saying that he was told that the Eurofighter had won the $10-billion deal, but then suddenly the French company ended up bagging it.

After years in the political wilderness—he was last in Parliament in 1999—Swamy is enjoying all the positive attention he is getting. But can he ever escape the contradictions of his past? Seen by many as a rabble-rouser and a man with a destructive streak, he has also last year spewed venom against the Muslim community in an inflammatory article in a Mumbai-based newspaper. For all his brilliance—which most admit instantly—Swamy is painted in a negative light, as a destroyer rather than a builder. “Nobody knows where he will strike next, he always has an ulterior motive. He does have an extreme right agenda,” says M.G. Devasahayam, a retired IAS officer who runs the Forum for Electoral Integrity and is sparring with Swamy on his pet theme of rigged electronic voting machines.

What certainly doesn’t help Swamy’s case is his propensity to reckless, and often bizarre, allegations, with the Gandhi family (barring Rajiv, who he claims is a friend) and Congress top leaders taking top honours. Sample this tweet on September 24, 2011, soon after Sonia Gandhi returned after her hospitalisation abroad. Responding to press reports that dmk’s T.R. Baalu met her, Swamy tweeted: “Baalu was seen by Sonia’s double. Baalu cannot tell one European from another.”

Similarly, he has been making below-the-belt allegations about a Union minister to the prime minister. Surprisingly, very few people have bothered to take this political flame-thrower on. His strong propensity to litigate—and ability, his supporters argue, to find out things about people—gives Swamy an untouchable aura. This has been perpetuated by his many “scalps”, from Karnataka CM Ramakrishna Hegde to Tamil Nadu CM Jayalalitha (who is now “a friend”). He has also played a key role in bringing down two governments, that of V.P. Singh in 1990 and the 13-month NDA government in 1998 (when he organised the infamous tea party). “Like the last of the Bourbon kings, he (Swamy) never forgets or forgives,” says Rajya Sabha member Mani Shankar Aiyar, who says Swamy hasn’t spoken to him for two decades now.

Take, for instance, the genesis of Swamy’s long-standing battle with home minister Chidambaram. According to a recent article by Punjab Kesri journalist G.S. Chawla, the rift between Swamy and his ‘student’ at Harvard originated in the H.D. Deve Gowda government in the mid-1990s. Chidambaram was finance minister then. Writes Chawla: “People do not know that Subramanian Swamy has been close to the controversial godman Chandraswami and Dr Prathap Reddy of Apollo hospital. All of them were members of a trust founded by Chandraswami. The enforcement directorate had found serious irregularities in the accounts of the trust in which some foreign currency was deposited. The finance ministry planned to act against all the three trustees.”

Twin focus Raja and Chidambaram are in Swamy’s line of 2G ire

Chawla goes on to write that one of the three approached former attorney-general G. Ramaswamy at midnight to find a way out, but Chidambaram didn’t listen. It took an intervention by former prime minister Chandra Shekhar to ensure that Deve Gowda stayed proceedings against the three trustees. Swamy has not forgiven Chidambaram since, or so that story goes. Sources close to Chidambaram told Outlook that “he (Swamy) has more followers on Twitter than in flesh and blood”. It is also reliably learnt that action is being planned vis-a-vis some of Swamy’s scurrilous tweets.

Most of his other “enemies” speak out in whispers or behind Swamy’s back. Or take him on board (Prime ministers like Narasimha Rao did). As Ram Jethmalani put it in a 1998 article in Indian Express (titled "This Diseased Insect"), “His (Swamy’s) has been a life of character assassination, malicious mendacity and sordid blackmail of anyone who happens to cross his path.” In an article that used to be on his party website—which Outlook has recovered—Swamy explains his method: “I have as a philosophy never ‘targeted’ anyone. I have only defended myself against harassment, sidelining or attempted political elimination. But my defence has been vigorous, systematic, and effective to the point that the attacker has been either immobilised, or discredited, or politically disabled.”

Swamy did have a goal—becoming prime minister. He claims to have been offered it once (by Sonia Gandhi, no less, in 1998), but declined. It’s an ambition he voices often. Prem Panicker’s Rediff profile of Swamy (in 1998) eloquently brings up this issue: “Could unbridled—some would say unrealistic—personal ambition hold the key to the political gadfly’s destructive path? Are we looking for the political equivalent of a child crying for the moon?” His capability and ambition make his recent successes seem bittersweet to many observers. But not everyone is charitable. Says Kumar Ketkar, editor-in-chief, Divya Marathi newspaper, who covered Swamy’s 1977 election from Mumbai Northeast, “Swamy is certainly not an anti-corruption crusader, he has been very selective on these issues...I would call him a megalomaniac rebel, quite untrustworthy, irresponsible and without much virtue. Calling him maverick is not right because mavericks have positive qualities.”

While Swamy hates the phrase maverick, his friends feel he’s happiest working from outside the system. This is a recurring theme. “Swamy is a leader in search of a party,” says Cho Ramaswamy, editor, Thuglak. “He’s the kind who won’t submerge himself in a party, he’s always himself, he’s independent, just like me. He has every right to be like that, take it or leave it.” There’s no doubt that he has got support from people across “the length and breadth of intelligentsia”, as Swamy’s wife of 45 years, Roxna Swamy, a Supreme Court advocate, puts it (see interview). The fact that her father was an ICS officer would have helped too. Swamy’s old schoolboy, teacher-student and the powerful Tam-Brahm networks pitch in with documents and data.

There’s also an ability to work with limited resources—the Janata Party has hardly any infrastructure to speak of. “Swamy’s career was always marked with courage, he always took on who he wanted to, irrespective of their stature or office,” says Kamal Morarka, a former cabinet colleague and Swamy’s friend. “This campaign against 2G allocation is fantastic, but he put in that much hard work collecting documents, studying them, fighting in courts.... I am not happy at the discomfiture of the people in power or those who are behind bars but I am happy for Swamy.”

It’s clear Swamy’s early days have played an important role in shaping his political identity. According to his younger brother Ram Subramanian, who retired from the Institute for Defence Studies and Analyses (IDSA) six years ago, their mother Padmavati Subramanian had RSS leanings, unlike father Sitaram Subramanian, a well-regarded Indian Statistical Service officer. “Swamy could never come to terms with the fact that I was, like my father, a sympathiser of the Left,” says Ram, who insists the Subramanian boys were brought up in a non-religious way by their father. Ram goes on to stress that despite Swamy’s “pure integrity levels”, there’s something missing: “If he had a little more tolerance level to differences of opinion, he’d be a far more successful politician than he is.”

The issue of tolerance levels comes up repeatedly while discussing the reaction to his inflammatory article against Muslims, which has come in for widespread condemnation. Harvard University—where Swamy taught summer courses for many years—has dropped him. Swamy shrugged off the outrage against him by noting, in an interview with the Wall Street Journal, that his brother-in-law is Jewish, his son-in-law Muslim, his sister-in-law Christian and his wife Parsi. When asked about Swamy’s Hindutva agenda, V.S. Chandralekha, former IAS officer and Janata Party Tamil Nadu president, says, “What’s wrong? We’re a democratic country where Hindus are the majority. The minorities aren’t suffering. We’re considering joining NDA.”

That doesn’t seem to be happening in a hurry. As a former ideologue of the Sangh explained, “The opposition came from second-rung leaders like Arun Jaitley, Sushma Swaraj, Venkaiah Naidu and Narendra Modi who see Dr Swamy as a threat.” Remember also that former prime minister A.B. Vajpayee has been a bitter foe of Swamy’s. “The BJP wants to ride on issues that Dr Swamy picks up but he will always remain an untouchable for them,” says the former ideologue.

To see how far Swamy has travelled, it’s instructive to remember how Swamy was viewed just after the Emergency. Ketkar helps out, “In the 1977 election, he was a hero—young, suave, handsome, very articulate and willing to take on Mrs Indira Gandhi totally. If Shahrukh Khan had been a film hero then, and the two had held parallel meetings, Swamy would still have had bigger crowds at his meetings.... He was not liked by the socialists and even parts of the then Jan Sangh, but he was a hero then. He wasn’t anti-Muslim or pro-Hindutva then.”

Sonia Gandhi Swamy’s relentless and scurrilous attacks on the UPA chairperson have now extended to her son Rahul Gandhi and son-in-law Robert Vadra. Claims he was offered prime ministership by Sonia in 1999, which he declined.
Atal Behari Vajpayee Initially egged on by Morarji Desai, Swamy’s hatred for Vajpayee is legendary. Colourful stories about the bachelor’s night life and drinking sowed the seeds of an irreversible rift with BJP.

Rajiv Gandhi Swamy has never personally attacked Rajiv and had good access to him, and always claimed they were friends. His name did crop up in the Jain Commission report looking into Rajiv’s assassination in 1991, but nothing came of it.
Narasimha Rao Had good relations, particularly as Swamy was also close to controversial godman Chandraswami. Rao gave Swamy a cabinet minister rank as a trade negotiator in the mid-1990s.
Manmohan Singh Despite 2G, Swamy has never personally attacked the PM, and says he is actually supporting him by exposing those around him. Claims that he crafted the blueprint of the economic policies followed by Manmohan in the 1990s.

USA NGOs behind Kudankulam protest - PM

Nuclear energy still has a role in India, Prime Minister Manmohan Singh has said as he appeared to blame some US-based NGOs for difficulties at the Kudankulam nuclear plant. "Yes, where India is concerned, yes. The thinking segment of our population certainly is supportive of nuclear energy," he said. He was asked whether after the Fukushima disaster he still thought that nuclear energy has a role in India. The Prime Minister said some NGOs do not appreciate India's growing energy requirements. "The atomic energy programme has gone into difficulties because these NGOs, mostly I think based in the United States, don't appreciate the need for our country to increase the energy supply," he told the Science magazine referring to Kudankulam where commissioning of two 1000-mw nuclear reactors has been stalled due to protests.To a question on government putting a moratorium on the release of Bt brinjal, Singh said biotechnology has enormous potential and in due course of time India must make use of genetic engineering technologies to increase agricultural produce. "But there are controversies. There are NGOs, often funded from the United States and the Scandinavian countries, which are not fully appreciative of the development challenges that our country faces. But we are a democracy, we are not like China," he said. On his recent observation that China has overtaken India in science, Singh said the two countries are engaged in a stage of development where "we have both to compete and cooperate... now, we've had in the past problems way back in the 1960s, but we are finding pathways to promote cooperation."

Insisting that Chennai must give up building flyovers in favour of large investments on dedicated bus lanes, cycle tracks and pedestrian walkways, New York Transport Commissioner Janette Sadik-Khan said: “Investments made by city administrations must improve the quality of life of residents”.

“The strategy of making it as easy as possible for cars to go as fast as possible has outlived its usefulness. Prioritising public transport is going to be the hallmark of a great city in the 21st century. And Chennai has a real chance to leapfrog past the mistakes that western cities committed,” she added.

Speaking to The Hindu on Tuesday, after a series of meetings with State government officials here, Ms.Khan said that Chennai must also seriously consider implementing a Bus Rapid Transit System. “A priority bus lane is the mark of effective cities. Buses move more people, so they should get more priority than single persons driving by themselves. It is very important and it can be done quickly and inexpensively.”

Sharing New York's experience, which until 2007 recorded the lowest public transit bus speeds in the United States, she said that introducing a Select Bus Service that operated on a dedicated lane has given “great returns”.

“The dedicated bus lane has increased ridership by 30 per cent and has an approval rating of 98 per cent among New Yorkers,” Ms.Khan said.

Chennai is a very exciting city, she said. “But there are traffic and growth challenges. It is really important for the city to take a different view of how the streets are used. We were able to close down traffic flow into Times Square and turn into a pedestrian plaza. Chennai must do the same in areas such as T.Nagar. There is incredible energy in the streets here, but the city has to protect pedestrians. A network of bicycle tracks also needs to come up.” In New York, once walkways and cycle lanes were installed, the number of people getting injured or killed in road accidents dropped by over 30 per cent.

New York City Planning Commissioner Amanda Burden, who accompanied Ms.Khan, said that the city must also do something about the rivers that are “polluted beyond words”. “They have to be reclaimed for public use. In New York, we have built 328 acres of waterfront parks. Now, for the first time in decades, New Yorkers feel it is a waterfront city. It has really made a difference.”

உலகின் இரண்டாவது எண்ணெய் வளம் மிக்க நாடு ஈரான். முதலாவது குவைத்.
குவைத் எப்போதுமே அமெரிக்க ஆதரவு. அதனால் அவர்களை அமெரிக்கா எதுவும் செய்யாது. ஆனால்....
ஈரானும் ஈரானியர்களும் அதன் ஆட்சியாளர்களும் அப்படியல்ல... அவர்கள் அமெரிக்காவை முழு மூச்சை எதிர்ப்பவர்கள். ஆகவே அமெரிக்காவுக்கு ஈரானை பார்த்தாலே பூரானை பார்ப்பது போல இருக்கும். எப்போது அவர்களை அடித்து வீழ்த்தி தனக்கு ஆதரவான ஒரு அரசை அங்கே ஏற்படுத்தி அந்த நாட்டின் எண்ணெய் வளத்தை எப்படியாவது கொள்ளை அடித்துக் கொண்டே இருக்க வேண்டும் என்பது அமெரிக்காவின் அமெரிக்கையான ஆசை. ஆனால் அது முடியவில்லை. அங்கே தேர்தல் நடந்து ஒருவர் மாற்றி இன்னொருவர் ஆட்சிக்கு வந்தாலும் அமெரிக்காவை எதிர்ப்பதில் மட்டும் அவர்கள் ஒரு மனதை இருக்கிறார்கள். ஆகவே அமெரிக்கா ஈரானை எப்படியாவது வீழ்த்தி விட வேண்டும் என துடிக்கிறது. இராக்கை அடித்து, சதாம் ஹுசைனை பிடித்து கொன்றதை போல இரானின் அதிபர் அகமதிநேஜாதையும் கொன்று போட திட்டமிட்டது அமெரிக்கா. அதனால் அமெரிக்காவும் இஸ்ரேலும் சேர்ந்து கொண்டு ஈரான் அணு ஆயுதம் தயாரிப்பதாக சொல்லி கொண்டு இருந்தார்கள்.
சதாம் ஹுசைனையும் இப்படி தான் சொல்லிக் கொண்டு இருந்தார்கள். அவர் நான் அணுஆயுதம் தயாரிக்கவில்லை என்று திரும்ப திரும்ப சொன்னார். அமெரிக்கா கேட்கவேயில்லை. நான் நிபுணர் குழுவை அனுப்புகிறேன். அவர்கள் உன் நாட்டுக்கு வந்து அவர்கள் விருப்பட்ட இடத்தில எல்லாம் சோதிப்பார்கள். அவர்கள் இல்லை என்று சொன்னால் தான் நான் நம்புவேன் என்று அமெரிக்கா சொன்னது. இங்கே தான் சதாம் தவறு செய்தார். அவர்களை அனுமதித்து விட்டார். அமெரிக்கா நிபுணர் குழு வந்து சோதித்து அணு ஆயுதங்கள் இங்கே இல்லை என்று அறிக்கை கொடுத்தவுடன் - இப்படியான அறிக்கைக்காக தானே அமெரிக்கா காத்திருந்தது.- நாம் தாக்குதல் தொடுத்தால் நம் மீது அணுகுண்டு விழாது என கண்டிப்பாக தெரிந்தவுடன் அமெரிக்கா முன்னிலும் வேகமாய் தொடையைத் தட்டி கொண்டு படையுடன் உள்ளே புகுந்தது. சதாமை கொன்றே போட்டது. சதாம் அந்தக் குழுவை அனுமதித்திருக்கக் கூடாது. அணு ஆயுதம் இல்லை என்றாலும் இருக்கிறது என்று அவர் சொல்லி இருந்தால் இன்று வரை அமெரிக்கா பயந்துக் கொண்டு உள்ளே நுழைந்திருக்காது. இன்னமும் பேச்சு வார்த்தை, நிபுணர் குழு என்று பேசிக் கொண்டு இருந்திருப்பார்கள். சதாம் ஹுசைனும் உயிரோடு இன்றளவும் இருந்திருப்பார்.அமெரிக்கர்களுக்கு மரண பயம் ஜாஸ்தி. ஜப்பானின் மீது அணுகுண்டு வீசி விட்டு அவர்களை விட அதிகமாய் பயந்துக் கொண்டு இருப்பவர்கள் இவர்கள் தான். ஈரானிடமும் அணுகுண்டு இருக்குமோ என்று பயம் இப்போது. இல்லை என்று தெரிந்து விட்டால் உடனே ஈரானின் மேல் பாய்ந்து விடுவார்கள். எண்ணெய் வளங்களை தன் பிடிக்குள் கொண்டு வந்து விடுவார்கள். அதனாலேயே ஈரான் அணுகுண்டு தயாரிகிறது என்று சொல்லிக் கொண்டு ஆழம் பார்க்கிறார்கள். ஈரான் அதிபரோ எங்களிடம் அணுகுண்டு இல்லை என்று இத்தனை காலம் சொன்னவர், ஈரானிய தொலைக்காட்சியில் ஈரான் அணு விஞ்ஞானிகள் தங்கள் அணுவுலையில் எரிபொருளை நிரப்பி அணுஆயுதம் தயாரிக்க பயன்படும் யூரேனியத்தை செறிவூட்டுவதை காட்டினார்கள். அமெரிக்காவுக்கு கதி கலங்கி விட்டது. அதுவும் ஈரானின் தயாரிப்புகள் அனைத்தும் அமெரிக்கா தனக்கு மட்டுமே தெரியும் என்று நம்பிக் கொண்டு இருக்கும் புது தலைமுறை தயாரிப்புகள்.. இரானின் இந்த அதிரடி உலக நாடுகளை எல்லாம் இரண்டு படுத்தி விட்டு இருக்கிறது.

Timeline: Attacks on Indian fishermen...

Two fishermen in a fishing boat were shot dead on February 15 by security officials of an Italian cargo vessel in the deep sea after being mistaken for pirates near Kochi port. Sources said that the crew of Enrica Lexie is not cooperating with the investigations. The Indian authorities say there is nothing to suggest that the fishermen were in the wrong in fact it appears the ship was reckless in opening fire.

There have been earlier instances of such attacks on Indian fishermen:

January 12, 2011: Sri Lankan Navy opened fire on fishermen off Tamil Nadu coast in the Indian Ocean, killing one and critically injuring another.

January 23, 2011: A Tamil Nadu fisherman was killed by Sri Lankan Navy personnel off Vedaranyam coast in Nagapattinam district.

February 6, 2011: Three fishermen from Rameswaram were pushed into sea and their country boat was ransacked by Sri Lankan navy on the charge of straying into Sri Lankan waters.

April 15, 2011: Four fishermen from Tamil Nadu went missing in the high seas and their bodies were found subsequently. It was alleged that they were killed by the Sri Lankan Navy.

July 28, 2011: Thirty fishermen were injured in an assaulted by Sri Lankan Naval personnel off coast Rameswaram and their catch and GPS equipment were taken away.

In the last decade we have established or in process of establishing various central and specialized agencies like NTRO , NIA , proposed NATGRID sytem , NCTC , etc. While there is no doubt that we need to
improve our coordination, technical intelligence abilities , facilitate intelligence data-sharing but all such efforts will not give us desired results unless we improve grassroot level human intelligence and policing. NCTC is supposed to facilitate intelligence data sharing , but do we really have enough intelligence data to share ?
A common observation is our grassroot level Police forces are overburdened, lack necessary training. For example , in case Bihar has less than one fourth of the required numbers in Police Force. We must realize that the “Beat Constable” is the backbone of our security system. Our intelligence and counter terrorism capabilities ultimately depends upon motivation and capabilities of grassroot level policemen and their social-network who provide us with necessary intelligence input (Remember it was a shepherd who had detected Kargil invasion, not our intelligence agencies).Role of Human Intelligence and grassroot level police cannot be ignored. Thus when we do not have enough intelligence data ,what are we going to share?Without improvements in grassroot level policing , all these specialized central agencies will become isolated islands of excellence detached from reality. The first step is to improve our police force, though law and order is a state subject , centre should prescribe minimum standards for training , police to population ratio , provide
financial assistance to states to improve police capabilities. Further,when we are giving powers to arrest someone to an intelligence agency then we must also ensure that possibility of political misuse of this power is eliminated. In past we have intelligence agencies and NTRO monitoring communication of political opponents including during UPA's trust vote during Indo-US nuclear. It seems that 'some' personnel in intelligence agencies are more interested in impressing their political masters rather than gathering terror related information.
Before giving powers of arrest to any intelligence agencies , we must ensure that intelligence agencies are immune from political interference,(remember we have a minister in India who associates terrorism with
color of a religion for his political purposes ) . No democratic society gives such powers to an intelligence agency. Even in US ,NCTC has no such powers of arrest. If in India we need to give such powers , then we much ensure that chances of political interference is minimized.
So to summarize, We need to take care of three important points
*Without improving grassroot Police and Human Intelligence abilities , all central specialized agencies will not be of much use . First step is to improve our police forces.
* Before giving powers to arrest to an intelligence agency eliminate or atleast minimize any chances of political intervention
* Don't blindly follow the US model of formation for multiple intelligence agencies and Technical Intelligence, in Indian context Human Intelligence is equally (if not more important) important

சங்கரன்கோவில் சட்டப் பேரவைத் தொகுதி இடைத்தேர்தலில் வெற்றி உறுதியில்லை என்பது தெரிந்தும் மதிமுகவை "தோற்கடிக்க' வேண்டும் என்பதற்காகவே திமுக போட்டியிட முடிவு செய்திருப்பதாக கருதப்படுகிறது.

கடந்த 2011 சட்டப் பேரவைத் தேர்தலில் போட்டியிடாத மதிமுக, இந்த இடைத்தேர்தல் மூலம் "அரசியல் வாழ்வு' பெற்று விடக் கூடாது என்பதில் திமுக தலைமை தீவிரமாக இருப்பதாக கட்சி வட்டாரங்களில் கூறப்படுகிறது.

தமிழக அரசியல் களத்தில் ஆவலுடன் எதிர்பார்க்கப்பட்ட சங்கரன்கோவில் இடைத்தேர்தல் தேதி அறிவிக்கப்பட்டுள்ளது. தேர்தல் தேதி மட்டும்தான் இப்போது அறிவிக்கப்பட்டுள்ளதே தவிர ஆளும் அதிமுக ஒரு மாதத்திற்கு முன்பாகவே தேர்தல் பணியை தொடங்கி விட்டது என்றே கூறலாம். அதனால் தேர்தல் களமும் சூடுபிடிக்கத் தொடங்கியது.

2011 சட்டப் பேரவைத் தேர்தலில் இருந்த கூட்டணி நிலையில் மாற்றம், தேமுதிகவுடனான உறவில் விரிசல், தேர்தலில் வாக்குறுதி அளித்தபடி தீர்க்க முடியாத மின்வெட்டுப் பிரச்னை போன்றவற்றால் இந்த இடைத்தேர்தலில் எவ்வித பின்னடைவும் ஏற்பட்டு விடக் கூடாது என்பதில் அதிமுக தலைமை தீவிரமாக உள்ளதாக கூறப்படுகிறது. அது சட்டப் பேரவையிலும் எதிரொலித்தது.

கடந்த திமுக ஆட்சியின்போது திருமங்கலம் இடைத்தேர்தலில் ஏற்பட்ட கசப்பான அனுபவங்களை கருத்தில் கொண்டு அதன் பின்பு நடைபெற்ற சில இடைத்தேர்தல்களில் அதிமுக போட்டியிடாமல் புறக்கணித்து வந்தது. இடைத்தேர்தல்களில் ஆளும் கட்சியின் அதிகார துஷ்பிரயோகம், பண பலம் போன்றவற்றால் தேர்தல் ஜனநாயகம் இல்லை என அக்கட்சித் தலைமையால் காரணம் கூறப்பட்டது.

அதிமுக ஆட்சிப் பொறுப்பேற்ற பின்பு கடந்த அக்டோபரில் நடைபெற்ற திருச்சி மேற்குத் தொகுதி இடைத்தேர்தலில் திமுக போட்டியிட்டு தோல்வி அடைந்தது. எனவே, திருச்சி மேற்கு இடைத்தேர்தல் அனுபவத்தை கொண்டு சங்கரன்கோவில் இடைத்தேர்தலை திமுக புறக்கணிக்கலாம் என்று திருநெல்வேலி மாவட்டத்தைச் சேர்ந்த அக்கட்சியின் முக்கிய நிர்வாகிகள் கருதியதாக கூறப்படுகிறது. அந்த கருத்து கட்சித் தலைமையை எட்டும் வகையில் பல மட்டங்களிலும் கூறி வந்ததாகவும் கூறப்படுகிறது.

இதனிடையே, கடந்த சட்டப் பேரவைத் தேர்தலை மதிமுக புறக்கணித்ததால் அக்கட்சியின் எதிர்காலம் கேள்விக்குறியானது. அடுத்து நடைபெற்ற உள்ளாட்சித் தேர்தலில் மதிமுக கணிசமான இடங்களில் வெற்றி பெற்றது. இது கட்சியின் பொதுச்செயலர் வைகோவையும், தொண்டர்களையும் உற்சாகப்படுத்தியது.

கடந்த 1996 சட்டப் பேரவைத் தேர்தலில் மார்க்சிஸ்ட், ஜனதா தளம் ஆகிய கட்சிகளுடன் கூட்டணி அமைத்து போட்டியிட்ட மதிமுக சுமார் 30 ஆயிரம் வாக்குகளைப் பெற்றது. அடுத்து 2001 சட்டப் பேரவைத் தேர்தலில் தனித்து போட்டியிட்டு சுமார் 21 ஆயிரம் வாக்குகளை பெற்றது.

இப்போதைய இடைத்தேர்தலில் இரண்டாவது இடத்தையாவது பெற்று தனது பலத்தை நிரூபிக்க வேண்டும் என்பதில் மதிமுக தலைமை தீவிரமாக உள்ளது. அவ்வாறு நிரூபித்தால்தான் 2014 மக்களவைத் தேர்தலில் பெரிய கட்சிகளுடன் கூட்டணி அமைக்கவும், கணிசமான தொகுதிகளைப் பெறவும் தளம் கிடைக்கும் என கருதுவதாகத் தெரிகிறது.

திமுகவின் அடுத்த தலைவராக ஸ்டாலினை ஏற்க மறுத்து அக்கட்சியிலிருந்து வெளியேறிய வைகோ, அதன் பின்பு திமுகவுடன் கூட்டணியும் வைத்துக் கொண்டார்.

Raja solely responsible for 2G scam - Justice Ganguly

Former Supreme Court judge Ashok Kumar Ganguly says that former Telecom Minsiter A Raja acted unilaterally in the 2G spectrum mess and that his Cabinet colleagues are not to be blamed. Speaking to Karan Thapar on Devil's Advocate, Justice Ganguly said, "It is not correct to apply the principle of collective Cabinet responsibility in the case relating to the distribution of 2G licences on a first-come-first-serve basis."

Here is an excerpt of the interview:

Karan Thapar: It appears that you have pinned the blame entirely on Mr Raja but you haven't paid sufficient heed to the principle of the collective Cabinet responsibility. Surely such a momentous decision requires that the Cabinet also accept the responsibility?

Ashok Kumar Ganguly: I think from the judgment, if you look at the judgment facts properly, you find that the minister concerns didn't pay heed to the request made by the another minister, including the request made by the law minister to put the matter before the empowered committee.

Karan Thapar: As a result of which collective Cabinet responsibility, you are saying, doesn't apply?

Ashok Kumar Ganguly: In a way yes. Because that is the why we find that there is no proper policy.

Karan Thapar: What about the fact that in the three areas that Mr Raja has found to acted have wrongly, pricing, advancing the cut off date, determining the first-come-first-served in terms of letter of intent rather than in terms of date of application. He either informed the Prime Minister or the Prime Minister overlooked it or ignored it or the Prime Minister gave him advice which Mr Raja overlooked and Prime Minister didn't look. Doesn't that point the figure all the way to the PM?

Ashok Kumar Ganguly: You are again asking me on the nitty gritties of the judgment. I don't want to go again through that in the interview.

Karan Thapar: But you are absolutely convinced that the this instance the principle collective Cabinet responsibility does not apply?

Ashok Kumar Ganguly: Possibly that is not follwed.

Karan Thapar: It doesn't apply?

Ashok Kumar Ganguly: It was not applied to this particular case.

Karan Thapar: It wasn't followed? Raja acted unilaterally which is why his colleagues in Cabinet possibly don't share any blame?

The Congress party celebrated CBI Judge O.P. Saini's decision rejecting a petition that demanded Union Home Minister P. Chidambaram be named an accused in the 2G spectrum case. But a deeper reading of the judge's order, as well as of case documents withThe Hindu, suggests those celebrations may be premature.

While letting Mr. Chidambaram off the hook, Judge Saini categorically states that he was a party to two critical decisions taken by jailed ex-Telecom Minister A. Raja. This, paradoxically, draws the Union Home Minister even deeper into the 2G vortex.

Saini contradicts Chidambaram

For months now, Congress crisis managers and Mr. Chidambaram himself have been insisting that he had, as Finance Minister, opposed Mr. Raja's plans to give away spectrum in 2008 at 2001 prices. Simply put, their argument is that Mr. Raja acted alone.

In October 2011, Mr. Chidambaram told India Today magazine: “Even after the 121 letters of intent were issued on January 10, 2008, the Ministry of Finance continued to argue that auction was legally possible, explored alternatives to auctions in view of DoT's objections and suggested updating the entry fee, adopting one of two methods that would yield an additional Rs. 3,028 crore or Rs. 3,400 crore per licence which could be charged up front when the licensee applied for additional spectrum beyond the start-up spectrum.”

Yet, while exonerating Mr. Chidambaram, Judge Saini, in his February 4 Order, arrived at just the opposite conclusion: that “he [Mr. Chidambaram] agreed with Raja not to revise or revisit the entry fee or spectrum charge as discovered in 2001”. [Emphasis added].

The contradictions go deeper. Judge Saini's conclusion supports the Prime Minister, who, on February 24, 2011, told the Rajya Sabha that the two ministers had agreed on spectrum pricing. If there is indeed an agreement, when was it struck and is it on the files?

New questions on Swan, Unitech profits

Judge Saini also finds that, “In the end, Mr. P. Chidambaram was party to only two decisions, that is keeping the spectrum prices at 2001 levels and dilution of equity by the two companies.” Concluding in the Home Minister's favour, he held: “These two acts are not per se criminal.”

However, the Supreme Court does not treat the Swan and Unitech transactions as mere equity dilution or capital infusion. Instead, it affirms that the Swan and Unitech transactions were windfall gains, stating: “This becomes clear from the fact that soon after obtaining the licences, some of the beneficiaries offloaded their stakes to others in the name of transfer of equity or infusion of fresh capital by foreign companies and thereby made huge profits.”

Official documents from January–May 2008 in the possession of The Hindushow that the government anticipated huge spectrum-linked valuations and profits by way of “rent seeking” behaviour of companies involved in such M&A's, well in advance of the Swan/Unitech deals. In fact, within 20 days of the scam, in a meeting between Mr. Chidambaram and Mr. Raja on January 30, 2008, and attended by the Finance and DoT secretaries, it was agreed that these entities should be valued and the government must recover its share of premiums arising from “trade in spectrum.”

Against this backdrop, Judge Saini's finding that Mr. Chidambaram was party to the “dilution of equity by the two companies” raises a key question: Why did the Finance Ministry not insist the government get its “share of the premium” from the Swan and Unitech transactions, despite the “huge profits” being earned by the promoters?

Official memos, minutes of meetings, letters and internal notes with The Hinduwritten on February 8, 11, April 7, 8, 16, 21, 24 and May 28, 2008 reveal that while Finance Ministry officials initially fought Mr. Raja's illegal moves, they later progressively diluted their stance.

The Ministry first insisted that all spectrum — including start-up spectrum — can legally be auctioned. It then capitulated to the DoT's arguments, allowing 4.4 MHz of start-up spectrum to be given without any price revision. Not stopping at this, it then went on to concede up to 6.2 MHz of spectrum at the 2001 price.

The new documents reveal, but fail to explain why the Finance Ministry softened its stand in 2008, from January 10, the day of the scam itself, by backing off on market pricing for spectrum. This softening extended from the time the licences were issued in February/March, down to April, when the new M&A guidelines were announced and spectrum allocation began, all the way till September/October 2008, when Swan and Unitech finally offloaded their equity for a huge profit. Each successive dilution by the Finance Ministry meant that North Block was acquiescing to additional hits to legitimate government revenue.

Other questions also arise from the contentious Office Memorandum from the Finance Ministry to the PMO of March 25, 2011 which shows the Finance Ministry first standing up to Mr. Raja and then backing off, only to later, on November 11, 2008 again seek revision of entry fee for all future licences given after January, 2009. The Finance Ministry's special accommodation only for spectrum awarded by Mr. Raja is unexplained. This document has been attacked for “inaccuracies” by Congress representatives in the JPC on 2G but the government has so far failed to explain its contents, save for a short statement from Pranab Mukherjee distancing himself from “the inferences drawn.”

The contradictions between Judge Saini's Order, the public positions taken by Mr. Chidambaram and the Prime Minister, the Supreme Court verdict, and the revelations arising from these new documents all seem to suggest a long-drawn legal battle likely lies ahead.

Free Televisions, free wet grinders, free mixers, free laptops, etc... but there is NO power to use this... This is the typical situation of TAMIL NADU now... A State once it was a power surplus but now 3000 MW deeficit in its.
The Dravidian arch-rivals in TN are competing to roll out freebies; from Karunanidhi's colour televisions to Jayalalithaa's free mixers and grinders. But, ironically the state is reeling under a eight-hourlong power cut and there's no electricity to operate these appliances....
Tamil Nadu Government's free electricity to farmers is the real cause for this (approximately Rs. 10000 crore). But the government not giving this money to TANGEDCO (official organ for TN Electricity). TANGEDCO can't bear the burden hereafter.. Lastly RBI has given strict instructions o tall the banks not to give any sort of any type of loans to TANGEDCO.. Now they are planning to increase the electricity bills. But the big question is do all the farmers (small, marginal, high holdings) need the free electricity....The governmetn can plan like this...

Medium Holding Farmers --> 50% fee will be paid by Government
Large Holding Farmers --> 25% fee will be paid by Government

For Tamil Nadu, the power situation can be handled very good and also in a very fast. Yes,,,the answer is Kudankulam Project, the plant which is of 2000 MW electricity production is ready to start its work. But the protesters are targeting it. The sad part is Tamil Nadu government (that too headed by Jaya) is backing the protesters. Even the PM made it clear that if the government of TN makes Kudankulam to start function, he will give 1000 MW to the state itself (originally it was said only 800 MW)... This is like JACKPOT for TN... but when they are going to realise is a big Q?
No power project planned so far... (at-least Jaya might get advice of Mr. Modi from Gujarat;)

The gruesome murder of a Chennai schoolteacher by her 15-year-old student should serve as a wake-up call to educators and parents to focus on what is missing in the way we approach schooling.

Shock. Outrage. Fear. The brutal murder of a schoolteacher by a 15-year-old student in a classroom is chilling to the bone. While this atrocious act evokes strong emotions and will rightly be condemned by educators and parents, we simply cannot give vent to our emotions and then carry on as usual. Rather, this gruesome and tragic incident should serve as a wake-up call for us to take corrective action collectively and collaboratively. Both educators and parents have to respond to this alarming and heinous act before another person becomes a victim of unchecked and uncontrolled teenage angst. If we fail to act in a constructive manner, a dystopian future where children have to pass through scanners and their bags X-rayed before they enter schools that have CCTVs surveying every nook and cranny is not so far away.

First and foremost, every school should have a qualified counsellor who is accessible to students, teachers and parents. While the counsellor may address problems when they arise, she must also be an integral part of the school — otherwise teachers and students are unlikely to confide in her. In order to facilitate this process, a school in Chennai has sagely allotted Value Education classes to counsellors. This makes sense as students can be taught valuable and practical skills to help them deal with their confusions and conflicts. Value Education curricula need to be revamped to address real issues that students contend with. Programmes on anger management can be introduced as early as Grade I so that children learn acceptable and unacceptable ways of expressing negative emotions. Through stories, role-plays and activities, schools may impart social problem-solving skills and inculcate empathy.

TEACHER TRAINING

Schools should also invest more heavily and wholeheartedly in teacher training. One-time workshops are not as beneficial as ongoing mentoring programmes where teachers can give and receive feedback on specific strategies. More experienced teachers may also guide their younger colleagues through buddy programmes. Teachers should be trained to identify children at risk of various psychological problems. Teaching is, indeed, a very taxing profession that is not accorded the status it deserves. Instead of working in isolation, managements should encourage teachers to work collaboratively on lesson plans, behaviour management policies and co-curricular activities. If schools have regular and frequent staff meetings, problems are more likely to come to the fore before they grow out of hand.

Another aspect that is seriously lacking in many schools is an open channel of communication between parents and teachers. Parents are as much to blame as schools in this regard as parents often make unreasonable demands. Further, some parents view “education” as a commodity that can be purchased and expect their children to be served like customers. This consumerist view of education is counterproductive as teachers feel belittled in the process and do not receive the respect that is due to them. As child psychologist Tamar Chansky points out, “children will pick up on any conflict between the parents and the school and will side with the parents, thus devaluing the school...” Schools may also have a grievance cell where thorny issues between students and teachers are raised and addressed confidentially.

The fact that media have infiltrated every aspect of our lives is another issue that we need to contend with. While there are immense benefits to digital devices, parents and students need to be cautioned about their ill-effects too. In addition to limiting television viewing to strictly not more than 30 minutes on school days, parents should also encourage children to self-monitor the content they view. If children happen to watch inappropriate content, it is best that it is followed up by a discussion. Almost every school introduces Computer Science as early as primary school; if schools can allot at least one period a week to Media Studies, children can be taught to discern and critique the information that bombards them from various channels.

SHUN THE UTILITARIAN MODEL

We, as a society, have embraced a very utilitarian model of education. For most Indians, the main aim of education is to get a good job that pays a lucrative salary. As a result, parents put undue pressure on their wards and teachers to obtain stellar results on examinations. Schools have also succumbed to this unidimensional perspective and advertise the number of rank holders and professional college placements. In the process, education has lost its soul.

The cultural critic Neil Postman writes, “There is no question that listlessness, ennui, and even violence in school are related to the fact that students have no useful role to play in society.” We need to reinvigorate our curricula so that students see meaning and purpose beyond fulfilling parental ambition in schooling. Is the goal of education simply to balance chemical equations and factor polynomials? In addition to learning literature, mathematics and science, children have to feel empowered and not enervated by going to school.

Students also have to be equipped with skills and techniques to cope with life's strains and stresses. If we want a holistic education, we cannot ignore our interests and emotions as feelings are an integral aspect of being human. Both in word and deed, we, as a society, should learn to be more emotionally sensitive and responsive to each other. Our education, in turn, will reflect our humaneness and humanity.

காங்கிரஸ் கட்சி உறுப்பினர் என். ஆர். ரங்கராஜன் (பட்டுக்கோட்டை) பஸ் கட்டண உயர்வு பற்றிப் பேசும்போது, 'ஷார்ட் ஜம்ப்' என்று சொல்லும் வகையில் பஸ் கட்டணத்தைச் சிறிது சிறிதாக உயர்த்தி இருக்கலாம் என்று சொல்ல, முதல்வர் ஜெயலலிதா குறுக்கிட்டு, 'மத்திய அரசு அடிக்கடி 'ஷார்ட் ஜம்ப்' செய்து டீசல் விலையை உயர்த்தியதால் வேறுவழியில்லாமல் நாங்கள் 'லாங் ஜம்ப்' செய்ய வேண்டியதாகிவிட்டது' என்று தமிழ்நாடு சட்டப்பேரவையில் விளக்கம் அளித்தார்.
டீசல் விலை உயர்வு, பேருந்து உதிரி பாகங்கள் விலை உயர்வு, கடந்த பத்து ஆண்டுகளாக கட்டணம் உயர்த்தப்படாத நிலைமை எல்லாமும் பஸ் கட்டணத்தை உயர்த்த வேண்டிய கட்டாயத்தை ஏற்படுத்தியது என்பது எதிர்க்கட்சிகளுக்கு மட்டுமல்ல, மக்களுக்கும்கூட புரிந்த விவகாரம்தான். இருப்பினும், பஸ் கட்டண உயர்வில் தமிழக மக்களைத் தற்போது பாதித்துக் கொண்டிருப்பது, 'ஷார்ட் ஜம்ப்'போ, 'லாங் ஜம்ப்'போ அல்ல; 'ராங் ஜம்ப்' என்பதை அரசின் கவனத்துக்கு கொண்டு வர வேண்டியது நமது கடமை.
தமிழ்நாட்டில் சாதாரண பேருந்துகளுக்கு உயர்த்தப்பட்டுள்ள கட்டணம் கிலோமீட்டருக்கு 42 காசுகள் (பழைய கட்டணம் 28 காசுகள்). செமி டீலக்ஸ் பேருந்துகளுக்கு 56 காசுகள், சூப்பர் டீலக்ஸ் பேருந்துகளுக்கு 60 காசுகள், அல்ட்ரா டீலக்ஸ் பேருந்துகளுக்கு 70 காசுகள். பிரச்னை இந்தக் கட்டண உயர்வல்ல. அரசுப் போக்குவரத்துத் துறையின் செயல்பாடுகள்.
சாதாரண பேருந்துகளுக்கு கட்டணம் குறைவாக நிர்ணயிக்கப்படுவதற்கு முதல் காரணம், அடித்தட்டு மக்களும் நடுத்தர மக்களும் இதைத்தான் அதிகம் பயன்படுத்துகிறார்கள் என்பதும், மக்களுக்கு பஸ் கட்டணம் ஒரு அன்றாட மனச்சுமையாக மாறிவிடக்கூடாது என்பதாலும்தான். ஆனால், போக்குவரத்துக் கழக உயர் அதிகாரிகளுக்கு அதிமுக அரசின் மீது என்ன கோபமோ தெரியவில்லை, இந்த அடிப்படை நோக்கத்துக்கு எதிராகவே செயல்படுகின்றனர். சாதாரண பேருந்துகளை மிகக் குறைவாகவும், எக்ஸ்பிரஸ் பேருந்துகளை அதிக எண்ணிக்கையிலும் இயக்குகின்றனர். இந்த 'ராங் ஜம்ப்'தான் மக்களைப் பெரிதும் பாதித்துக் கொண்டிருக்கிறது. இதை அமைச்சர் தெரிந்து வைத்திருக்கிறாரா என்பதுதான் நமது சந்தேகம்.
தமிழக சட்டப்பேரவையில் ஒரு கேள்விக்குப் பதில் அளித்த போக்குவரத்துத் துறை அமைச்சர், 'அரசுப் போக்குவரத்துக் கழகங்களில் உள்ள 19,000-க்கும் மேற்பட்ட பேருந்துகளில் 9,389 பேருந்துகள் சாதாரண கட்டணத்தில் இயக்கப்படுகின்றன' என்று கூறியுள்ளார். அவருக்குத் தரப்பட்டிருக்கும் புள்ளிவிவரப்படி பார்த்தாலுமே கூட 50 விழுக்காட்டுக்கும் குறைவான பேருந்துகள்தான் சாதாரண கட்டணத்தில் இயக்கப்படுகின்றன. இதைவிடவும் மிகக் குறைவான எண்ணிக்கையில்தான் சாதாரண கட்டணப் பேருந்துகள் இயக்கப்படுகின்றன என்பதுதான் யதார்த்த உண்மை.
சாதாரணப் பேருந்தில் ரூ.30 கட்டணம் என்றால், எக்ஸ்பிரஸ் பேருந்தில் ரூ.39 அல்லது ரூ.40 ஆக இருக்கின்றது. சாதாரண பேருந்துகளுக்கும் எக்ஸ்பிரஸ் பேருந்துகளுக்கும் வண்ண மாறுபாடுகள் இல்லை என்பதால், எல்லாப் பேருந்துகளையும் - டவுன் பஸ்ஸைவிட கேவலமான நிலைமையில் இருந்தாலும் - நினைத்த மாத்திரத்தில் எக்ஸ்பிரஸ் என்று ஒட்டிவிட முடிகிறது. கட்டணத்தை உயர்த்திக்கொள்ள முடிகிறது. ஆனாலும் எல்லா நிறுத்தங்களிலும், சாதாரண கட்டணப் பேருந்து போல நின்று நின்றுதான் செல்கிறார்கள். இந்த உண்மை அமைச்சருக்குத் தெரியுமா?
தமிழ்நாட்டில் அரசுப் பேருந்துகளைக் காட்டிலும் தனியார் பேருந்துகளுக்காக பயணிகள் காத்திருந்து ஏறிச்செல்லும் அவல நிலை உருவாகிக்கொண்டு வருகிறது. தமிழ்நாட்டில் சுமார் 5,000 தனியார் பேருந்துகள் சாதாரணக் கட்டணத்தில் இயங்கிக்கொண்டிருக்கின்றன. இவை அனைத்தும் நல்ல இருக்கைகள், டிவியில் படம், இசை, படுவேகம், சிறிய ஊர்களிலும் பேருந்தை நிறுத்தி இறக்கிவிடுதல் என்று பலவற்றாலும் பயணிகளை ஏற்கெனவே ஈர்த்துக்கொண்டிருக்கின்றன. இப்போது இவற்றில் கட்டணமும் குறைவு என்பதால், சாதாரண நாள்களிலும்கூட தனியார் பேருந்துகள் நிரம்பி வழிகின்றன. அரசுப் பேருந்துகள் கூவி அழைத்தாலும் அதில் பயணிகள் ஏறத் தயங்குகின்றனர். இது போக்குவரத்து அமைச்சருக்குத் தெரியுமா?
பஸ் கட்டண உயர்வால் ஏற்பட்டுள்ள கெட்ட பெயரை நீக்கத் தமிழக அரசு விரும்புமேயானால், அரசுப் போக்குவரத்துக் கழகங்கள் இயக்கும் சாதாரண கட்டணப் பேருந்துகளின் எண்ணிக்கையை 75 விழுக்காடாக உயர்த்த வேண்டும். சாதாரண கட்டணப் பேருந்து, எக்ஸ்பிரஸ் கட்டணப் பேருந்து என்பதை வாகனத்தின் வண்ணத்தாலேயே நிரந்தரமாக வேறுபடுத்திக் காட்ட வேண்டும்.
அரசுப் போக்குவரத்துக் கழகப் பேருந்துகளைக் குறைந்த கட்டணத்தில் இயக்குவதால் ஏற்படும் இழப்புகளை மக்கள் வரிப்பணத்திலிருந்து அரசு ஈடுகட்டினால் தவறே இல்லை. பொதுப் போக்குவரத்துத் துறை என்பதே மக்கள் நலனுக்காகவும், தனியார் வாகனங்கள் அதிகரிப்பதால் ஏற்படும் போக்குவரத்து நெரிசலைக் குறைப்பதற்காகவும்தான் எல்லா நாடுகளிலும் செயல்படுகின்றன. ஆனால், போக்குவரத்துக் கழகங்களின் நிர்வாகச் சீர்கேடுகளுக்கும் தவறான செயல்பாடுகளுக்கும் மக்கள் வரிப்பணம் வீணாவதை எப்படி ஏற்றுக் கொள்வது?
தனியார் துறை வசதியான இருக்கைகளுடனான புதிய பஸ்களுடன் குறைந்த கட்டணத்தில் லாபகரமாக இயங்க முடியுமென்றால், அரசுப் போக்குவரத்து மட்டும் ஏன் காயலான் கடைச் சரக்குகளாகத் தோற்றமளிக்கும் பஸ்களை நஷ்டத்தில் இயக்கிக் கொண்டிருக்கிறது?
அரசும் தொழிற்சங்கத் தலைவர்களும் உட்கார்ந்து பேசி, பொதுப் போக்குவரத்துத் துறையை லாபகரமாக நடத்தாவிட்டாலும் மக்கள் விரும்பிப் பயன்படுத்தும் வகையில், நிர்வாகக் குறைபாடுகளைக் குறைத்து செயல்பட வைப்பதுதான் புத்திசாலித்தனம். அரசு இதைச் செய்யத் தவறினால், போக்குவரத்துக் கழகங்கள் வழக்கம் போல நஷ்டத்தில்தான் இயங்கும். கடைசியில் தனியார் மயம்தான் தீர்வு என்றாகிவிடுமே என்பதுதான் நமது கவலை!

கர்நாடகத்தில் பாஜக ஆட்சி அமைந்த நாள் முதலே, அந்தக் கட்சியின் ""புகழ்'' பல்கிப்பெருகிக் கொண்டே இருக்கிறது. முன்னாள் முதல்வர் எடியூரப்பா பதவி விலகியதோடு பாஜகவைப் பிடித்த சாபம் விலகிவிடவில்லை என்று நிரூபித்து இருக்கிறார்கள் பாஜக-வின் மூன்று அமைச்சர்கள். அவையில் விவாதம் நடந்துகொண்டிருந்த நேரத்தில் நீலப்படம் பார்த்ததாகக் குற்றச்சாட்டு எழுந்து, மூன்று அமைச்சர்களும் பதவி விலகியிருக்கிறார்கள்.

அவையின் புனிதத்தைக் கெடுத்ததற்காக, மக்களால் தேர்ந்தெடுக்கப்பட்ட பேரவை உறுப்பினர்களை அப்பதவியிலிருந்து நீக்க வேண்டும் என்று எதிர்க்கட்சித் தலைவர் சித்தராமையா கூறுவது சட்டப்படி சாத்தியம் இல்லை. ஆனால், விவாதம் இல்லாமல் விசாரணை நடத்திட பேரவைத் தலைவர் உத்தரவிட்டுள்ளார். ஆனால், இந்த விவகாரம் குறித்து அவையில் விவாதிக்கப்பட வேண்டும் என்று எதிர்க்கட்சித் தலைவர் சித்தராமையா வலியுறுத்துவதில் நியாயம் இருக்கிறது.

மூன்று பேரும் பதவி விலகி விட்டதால் இந்தப் பிரச்னையை விவாதிக்க வேண்டியதில்லை என்கிறார் முதல்வர் சதானந்த கெüடா. ஆனால், இந்தப் பிரச்னையை விவாதிப்பதுதான் சரியானதாக இருக்க முடியும் என்பது நமது கருத்து.

இந்த விவாதம் இரண்டு முக்கிய பிரச்னைகளுக்குத் தீர்வாக அமையும். இந்தச் சம்பவம் முன்கூட்டியே திட்டமிட்ட, எதிர்பார்க்கப்பட்ட ஒன்றா என்பதையும், மக்களால் தேர்வு செய்யப்பட்ட உறுப்பினர் சட்டப்பேரவையில் நடந்துகொள்ள வேண்டிய முறைகள் என்ன என்பதையும் தீர்மானிக்கும் கருத்துக்களமாக இந்த விவாதம் அமையும் என்பது நிச்சயம். பேரவையில் முக்கிய விவாதம் நடந்துகொண்டிருக்கும்போது அவர் நீலப்படம் பார்த்தாரா, அல்லது ஒரு திரைப்படத்தின் "ஐட்டம் சாங்' பார்த்தாரா, அல்லது பக்தப் பிரகலாதா படமா, இல்லை தன் குழந்தையின் பிறந்தநாள் விடியோ காட்சிகளைப் பார்த்துக்கொண்டிருந்தாரா என்பதல்ல பிரச்னை. அவை நடவடிக்கையில் பங்கேற்காமல், மக்கள் பிரச்னை விவாதிக்கப்படும்போது அதில் கவனம் செலுத்தாமல் அலட்சியமாக இருந்தார் என்பதுதான் கவனிக்கப்பட வேண்டிய விஷயம்.

மக்கள் வரிப் பணத்தைச் செலவழித்துத் தேர்தல் நடத்தித் தேர்ந்தெடுக்கப்பட்ட பிரதிநிதிகள், மக்கள் பிரச்னையில் கவனம் செலுத்தாமல் அலட்சியமாக இருக்கிறார்கள் எனும்போது, விவாதம் மிகவும் அவசியமாகிறது.

மிக முக்கியமான மக்கள் பிரச்னை குறித்து விவாதம் நடந்துகொண்டிருக்கும்போது ஓர் உறுப்பினர் அவையில் தூங்குகிறார். ஒருவர் எழுந்துபோய் கேண்டீனில் சாப்பிட்டுக் கொண்டிருக்கிறார். ஓர் உறுப்பினர் கையெழுத்துப் போட்டுவிட்டு, பேரவைக்குள் இன்னொரு உறுப்பினருடன் அரட்டை அடித்துக்கொண்டு, சிரித்துப் பேசிக்கொண்டிருக்கிறார். ஒருவர் புத்தகம் படித்துக்கொண்டிருக்கிறார். இவையும்கூட, மக்கள் பிரச்னையை அலட்சியப்படுத்தும் அணுகுமுறையாகத்தான் பார்க்கப்பட வேண்டும்.

மேற்சொன்னவை யாவும், ஓர் அவை நடவடிக்கையை பாதிக்காத, தனிப்பட்ட விவகாரம் என்று கருதப்படுமேயானால், இந்தக் காரணங்களுக்காக அந்த உறுப்பினர் மீது ஒழுங்கு நடவடிக்கை எடுக்க இயலாது என்று சொல்லப்படுமேயானால், அவையின் எந்தவொரு நடவடிக்கைக்கும் பாதிப்பில்லாமல், அடுத்தவருக்கும் தொந்தரவு இல்லாமல் தன் செல்போனில் ஏதோ ஒரு படம் பார்ப்பதை எப்படி ஒழுங்கீனம் என்று கருத முடியும்? எப்படி தண்டிக்க முடியும்?

ஆகவே, மக்கள் பிரச்னையில் பங்கேற்காமல், அவைக்குள் அலட்சியமாக எந்த வகையில் செயல்பட்டாலும், அந்த உறுப்பினர் யாராக இருந்தாலும் அவர் மீது எத்தகைய ஒழுங்கு நடவடிக்கை எடுக்கப்பட வேண்டும், என்ன தண்டனைகள் அளிக்கப்பட வேண்டும் என்பதைத் தீர்மானிக்கும் களத்தை அமைத்துக் கொடுப்பதாக கர்நாடக சட்டப்பேரவையின் இந்த விவாதம் அமைய வேண்டும். இதை சதானந்த கெüடா அனுமதிக்க முன்வர வேண்டும்.

அடுத்ததாக, கர்நாடக சட்டப்பேரவையில் செல்போன் பேச்சு குறித்து முதல்வரும் பேரவைத் தலைவரும் தொடர்ந்து கடுமையாகவே சாடி வருகின்ற நிலையில், இந்த நிகழ்ச்சி நடந்துள்ளதையும் கவனிக்க வேண்டியுள்ளது. அமைச்சர்களோ அல்லது எம்எல்ஏ-க்களோ இந்த நீலப்படத்தை செல்போனின் சேமிப்பிலிருந்து மீட்டெடுத்துப் பார்க்கவில்லை. ஓர் அமைச்சருக்கு வந்த விடியோ குறுந்தகவல், மற்றொரு அமைச்சருக்குப் "பார்வர்டு' செய்யப்பட, அதை இரண்டு அமைச்சர்கள் பார்த்தார்கள் என்பதோடு, அவையில் பல எம்எல்ஏ-க்களுக்கும் இதே குறுந்தகவல் வந்ததாகவும் அவர்களும் பார்த்ததாகவும் அந்த நேரத்தில் அவைக்குள் இருந்தவர்களால் கூறப்படுகிறது. அப்படியானால், இவர்களுக்கு இந்த நீலப்படம் எந்த செல்போனில் தொடங்கி, அவைக்குள் வந்து சேர்ந்தது என்பதைக் கண்டறிவது முக்கியம்.

இதைக் கண்டறிய வேண்டுமானால், அந்த நேரத்தில் அவைக்குள் இருந்த அனைவருடைய செல்போன்களிலும் அந்த வேளையில் வந்த, தகவல், அழைப்பு, குறும்படத் தகவல் அனைத்தையும் விசாரணைக்கு உட்படுத்தினால்தான், பல உண்மைகள் தெரியவரும். சுமார் 15 நிமிடங்களில் அவை நடவடிக்கை முடிவுற இருந்த நேரத்தில் வந்த குறுந்தகவலை வேறு சிலரும் பார்த்துக்கொண்டிருக்க, ஏன் அமைச்சர்கள் மட்டும் கேமராவில் பிடி(க்கப்)பட்டார்கள் என்பது தொடங்கிப் பல உண்மைகள் அம்பலமாகும். இத்தகைய விரிவான விசாரணை எந்தெந்த பொருண்மைகளை உள்ளடக்கியதாக இருக்க வேண்டும் எனும் கருத்துருவாக்கத்துக்கு விரிவான விவாதம் தேவை. விவாதம் இல்லாமல் வெறுமனே 3 கட்சிகளைச் சேர்ந்த 6 பேர் கொண்ட விசாரணைக் குழு அறிக்கை அளிக்கும் என்பது சரியல்ல.

இதை விவாதிப்பது சட்டப்பேரவைக்குக் களங்கம் என்று சதானந்த கெüடா கருதுவது நியாயம் என்றால், இதை மூடி வைக்க முயலுவதும் நியாயம் இல்லை. விவாதிக்கப்பட்டால்தான் புதிய விதிமுறைகள் உருவாகும்.

சட்டப்பேரவை என்பது மக்களால் மக்கள் பிரச்னைகளை விவாதிக்கவும், மக்களுக்காகச் சட்டங்கள் இயற்றவும் மக்களால் ஏற்படுத்தப்பட்ட அவை. அவையின் உரிமையும், வானளாவிய அதிகாரமும் மக்கள் பணியில் தடையில்லாமல் செயல்படுவதற்காகத்தானே தவிர மக்கள் வரிப் பணத்தில் பொழுதுபோக்குவதற்காக அல்ல. இதை உறுப்பினர்கள் மறந்துவிடக் கூடாது!

Jaya's letter to PM on Mullaperiyar Dam Row..

Text of the D.O. letter dated 9.2.2012 addressed by
Selvi J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu to Dr.Manmohan
Singh, Hon’ble Prime Minister of India:-

“I invite your attention to Media reports about the Government of Kerala
deciding unilaterally to install “real time monitoring system for water build up” in
the Mullai Periyar reservoir. According to the Media reports, the Government of
Kerala has entered into an agreement with the Ministry of Science & Technology,
Government of India, to install “real time monitoring system for water build up”
in the Mullai Periyar Dam.
As I had pointed out in my earlier letters, the Government of Kerala is
persistently engaged in fear mongering about the safety of the Mullai Periyar
Dam even though the Supreme Court had held in 2006 that the dam is safe and
water could be stored initially up to 142 ft. Currently, the Empowered Committee
constituted by the Supreme Court under the Chairmanship of Justice Dr. A.S.
Anand is fully seized of the matter regarding the safety of the Mullai Periyar Dam
and is likely to submit its report to the Supreme Court shortly. The move by the
Kerala Government to install real time monitoring devices is yet another attempt
to exacerbate fears in Kerala about the safety of the Dam. It is also an attempt
to present a “fait accompli” to the Supreme Court when the matter is sub judice.
The Mullai Periyar Dam and its appurtenant structures are owned and
maintained by the Government of Tamil Nadu. This unilateral action of the
Government of Kerala in ordering real time monitoring of the Mullai Periyar Dam
in association with the Government of India, Ministry of Science & Technology,
without the consent of Tamil Nadu is a blatant violation of the Principle of
Federalism and the Constitutional frame work. May I, therefore, request you to
direct the Ministry of Science & Technology, Government of India, to
immediately desist from entering into any agreement with the Government of
Kerala and to annul any agreement if already entered into ? I also request you
to direct the Department of Science & Technology and the Government of Kerala
not to proceed further in any activity against the established rights of Tamil
Nadu, since Tamil Nadu is the incontrovertible sole owner of the Mullai Periyar
Dam and all its appurtenant structures.
I had in my letter dated 4.12.2011 requested you to order the deployment
of the Central Industrial Security Force at the dam site. This unilateral action of
the Government of Kerala interfering in the management of the Mullai Periyar
Dam only strengthens the basis for my earlier request for the deployment of
Central forces at the dam site.
I, therefore, request you to order the deployment of the Central Industrial
Security Force at the dam site forthwith.”

Porngate is shameful????

1) Just look at the way the media has gone about the issue. It’s even branded it Porngate. Whole TV shows have been dedicated to the issue. There has been a severe indictment (what’s so unusual?!) of the 3 MLAs with the tonality and manner of anchors being such as if they were demanding that the three be hanged.

2) The BJP has already acted against the three erring MLAs. The three have been forced to resign. The Governor has accepted their resignations. So they won’t remain MLAs any longer (I presume). I would compliment the BJP for acting so promptly. But poor Nirmala Seetharaman (BJP spokesperson) was hounded beyond reason last night even though she admitted that what the three did was wrong and her party president had already asked them to resign. I couldn’t quite understand what the anchor really wanted Nirmala to do? Go down on her knees begging the country for an apology?

3) Just for the sake of understanding the opposite point of view, exactly what illegal (not immoral – this quaint story of these two words – illegal v/s immoral – comes back to haunt the BJP; remember it first used them in defence of the scam-ridden Yeddy in Karnataka only!) thing have the three MLAs done? Is watching porn illegal in India? Sorry to disappoint you readers – but no. Watching porn is legal in India. Yes, the Bombay High Court ruled in 2010 that watching porn was legal in India. Watching child porn is illegal. Distributing porn is illegal. But watching adult porn is legal in India. So really, legally speaking, the three MLAs have done nothing wrong. Whether what they have done is immoral or not is up to society to decide.

4) Have they really done something grossly morally wrong? I do agree that it doesn’t suit our elected reps to be caught doing such things. But honestly, how many people (readers…..I am challenging you here) have not watched porn at least once in their life? Or done something equally “despicable” ever in life? Does that make us poor citizens or parents or children or employees? In the US, porn is a thriving industry as it is in much of liberal Europe. I am not going to advocate watching porn here, but I am surely going to say that we have no right to become moral policemen on this subject. Hounding these three MLAs for watching porn is as wrong a concept as right-wing hard-core activists lashing out against Public Display of Affection (PDA), Valentine’s Day etc. Do we want to make India like Pakistan, Iran and the other orthodox neighbors we have?

5) We often forget that our leaders are mere human beings. While it’s ok to expect them to be above petty depravity, we cannot forget that theywill have shades of gray. Even Mahatma Gandhi, Jawaharlal Nehru, Indira Gandhi and Atal Bihari Vajpayee had shades of gray. That does not make them poor leaders. Or leaders who are incapable of representing society.

6) Do we have no regard to due process of law? Sure if someone feels that these MLAs need to be prosecuted, please do so. But should we be taking the law in our own hands and deciding that someone is guilty or not? And will we give time to the powers-that-be to act or do we want instant justice all the time?

7) What about the privacy laws? Do we even understand the concept of privacy? One may argue that the MLAs were watching the porn on their private mobile screens, not in a cinema hall with thousands others. Isn’t it within their privacy rights to do so? How does it matter what a person does with his own mobile phone?

8) Further, I cannot understand what right Anna has to get into this subject. He should stick to his anti-corruption tirade and resist the temptation to become the guardian of morality of the entire Indian society. This society is thousands of years old and can take care of itself.

9) And lastly, is the punishment for everything only the most extreme form possible? Why cannot we say that these three MLAs will be suspended for one session? Or be forced to go without pay for three months? Or something like that? Why does it have to be the ultimate step always?

I have no sympathy for these three MLAs. Or for anyone else who treats women with such lowliness. One of these MLAs apparently has been an activist demanding that women dress “appropriately” and so on. I cannot tolerate such orthodoxy and anti-women positions. I have been an active supporter of slut walks which taunt and mock men who seem stuck in a cultural time warp. But equally, I don’t believe we should take a moral stand so strict that none of us would be able to clear it ourselves.

To repeat, I denounce all men who treat women unfairly. I am totally against all those who look at women as objects of desire rather than as equal members of society. I hope readers, you won’t think I am protecting these three MLAs. I am only requesting for moderation in response.

The real truth is that MLAs reflect the culture that prevails in our society. The sad reality is that in most parts of our society, women are treated like toys for men to play with. The law of adultury in our country also treats women as such. By condemning these MLAs, we are in truth condemning ourselves. If we want to avoid such incidents again, we need to reform society. We need to modernize; grant equality to women; and only then will this kind of depraved behavior not happen again.

Twenty years ago, when the era of “liberalisation, privatisation and globalisation” descended on us, we were told that public sector units and public infrastructure needed to be privatised because they were corrupt and inefficient.

We were told the problem was systemic. Now that nearly everything has been privatised, when our rivers, mountains, forests, minerals, water supply, electricity and communications systems have been sold to private corporations, we find that corruption has grown exponentially, the growth rate of corruption has surpassed everything we could possibly imagine. In scam after scam, the figures that are being siphoned away are completely off the charts. It is not surprising that this has enraged the people of this country. But that anger does not always show signs of being accompanied by clear thinking.

Among the millions of understandably furious people who thronged to Jantar Mantar to support Anna Hazare and his team, corruption was presented as a moral issue, not a political one, or a systemic one — not as a symptom of the disease bu the disease itself. There were no calls to change or dismantle a system that was causing the corruption. Perhaps this was not surprising because many of those middle-class people who flocked to Jantar Mantar and much of the corporate-sponsored media who broadcast the gathering, calling it a “revolution” — India’s Tahrir Square — had benefited greatly from the economic reforms that have led to corruption on this scale. (The same media has in the past ignored rallies of hundreds of thousands of poor people who have gathered in Delhi in the past because their demands did not suit the corporate agenda). It was not surprising then, that several corporate CEOs generously donated lakhs of rupees to support the campaign, cellphone companies weighed in with free SMS messages — here was their chance to undo the beating the public image of the corporate sector and corporate media had taken when the 2G scam hit the news.

When corruption is viewed fuzzily, as just a touchy-feely “moral” problem then everybody can happily rally to the cause — fascists, democrats, anarchists, god-squadders, day-trippers, the right, the left and even the deeply corrupt, who are usually the most enthusiastic demonstrators. It’s a pot that is easy to make but much easier to break. Anna Hazare threw the first stone at his own pot when he shocked his supporters from the left by rolling Narendra Modi onto centre-stage, in his “Development Chief Minister” clothes. Leaving aside the debate on Modi’s extremely dubious achievements in the field of “development” — many of us were left to wonder whether we were being offered a supposedly incorruptible fascist as an alternative to hopelessly corrupt supposed democrats.

Restore our lost heritage

If the fire that ravaged parts of the 18th century Kalas Mahal in Chennai this week is symptomatic of the callousness with which we treat precious heritage buildings in this country, the eagerness of the Tamil Nadu Minister concerned to demolish what remains of it suggests a disregard for history and aesthetics that is, quite simply, monumental. What is happening in Chennai is indicative of the state of heritage conservation in the country. At a time when the Archaeological Survey of India is celebrating its 150th anniversary, doubts about the protection of the Taj Mahal still persist. Many monuments have gone mysteriously missing as in Delhi. Varanasi, one of India's ancient cities, is yet to be comprehensively conserved. The greatest concern of all is the future of 700,000 unprotected heritage structures spread across many cities. As important as protected monuments, these buildings are the most vulnerable since they are in use and do not have sufficient legal protection. Home to about 600 heritage structures, Chennai is notorious for losing its historic buildings to mysterious fires. Kalas Mahal is the fifth victim. What lies damaged, if not entirely lost, is an important piece of Indian history. The Kalas Mahal along with its adjoining structure, Humayun Mahal, is an early example of Indo-Saracenic architecture. A hybrid building style that combined Hindu and Saracenic elements originated here, spread across the country to reach Ajmer and Baroda, among other places, and eventually influenced the architecture of New Delhi. When the British took over this palace from the Nawab of Arcot in 1859, they enhanced its architectural importance and creatively used it as a public office. Unfortunately, post-Independence, this nationally significant complex was neglected. Had these buildings been properly retrofitted, much of the damage could have been prevented. Chief Minister Jayalalithaa has done well to intervene and stop the Public Works Department from hastily demolishing the Kalas Mahal. The committee she has constituted to study the condition of the building should do a scientific analysis, with nationally respected conservation experts leading the decision-making. It should also look at the entire building complex, and come up with a comprehensive plan to highlight the heritage value of the place. A well-restored Kalas Mahal will set a good precedent and Chennai could show the way for other cities to follow.

Ford to bring in additional investment of Rs. 750 cr

has decided to make an additional investment of Rs. 750 crore at its Maraimalar Nagar plant for the producing their new model, Ford Eco Sport. This was conveyed by the company’s President and Managing Director, Mr. Michael Boneham to Chief Minister Jayalalithaa in Chennai. The fresh investment would create additional employment opportunities for about 400 people. After the present government took office in May, the company invested Rs. 380 crore, providing job opportunities for 340 persons. With the latest decision, the company’s total investment since the present government assumed office would be of the order of Rs. 1130 crore. It was during Ms. Jayalalithaa’s first term as Chief Minister that Ford was set up its first unit in 1995 in Maraimalainagar. It was the fist major investment by a foreign company in the State in the automotive sector. Mr. Boneham thanked the Chief Minister for the pioneering role played by her in attracting Ford’s investment.

மறைமுக வேலை நியமனத் தடையா?
                    ஊழல் பேர்வழிகளை ஒழித்துக்கட்டும் நடவடிக்கைகளை அனைவரும் ஆதரிக்கின்றார்கள் . அவை ஒரு நீண்ட கால நடவடிக்கைதான். மலையளவு ஊழல் புரிந்தவர்களின் திருவிளையாடல்களை ஒரே இரவில் அம்பலப்படுத்தி விட முடியாதுதான். அம்பலப்படுத்தும் பணிகள் தொடர்ந்து நடைபெறட்டும். அதே நேரம் இந்த நீண்ட கால நடவடிக்கைகளால் களத்தில் நிற்கும் போட்டி தேர்வாளர்கள் நம்பிக்கை இழக்க இடம் தரக்கூடாது அல்லவா? ஆம் . அது அவர்களின் கனவு, நம்பிக்கை, எதிர்காலம். அவற்றை சிதைக்கும் உரிமை யாருக்கும் இல்லை. இன்றைய நிலையில் அவர்கள் மனதில் ஓர் அச்சம் . இனி புதிய தேர்வு அறிவிப்புகள் வெளிவருமா? எழுதியுள்ள தேர்வுகளின் முடிவுகள் தெரியவருமா? இது ஒரு மறைமுக வேலை நியமன தடைக்கு அச்சாரமா? என்ன ஆகும் எதிர்காலம்? இந்த மில்லியன் டாலர் கேள்விக்கு என்ன விடை? தமிழக அரசும், உயர் நீதிமன்றமும் இதை ஒரு சிறப்பினமாக கருதி வழக்கு நடவடிக்கைகளை விரைவுபடுத்தி TNPSC நிர்வாகத்தை தூய்மைப்படுத்தி புதிய தேர்வு அறிவிப்புகளை விரைவில் வெளியிட்டு இளைஞர்களின் வாழ்வில் ஒளி விளக்கேற்றவேண்டும். நல்லதே நடக்கும் என்றுதான் நாமும் நம்புகிறோம்.

  இப்பிரச்சினை குறித்த மேலே குறிப்பிட்ட வழக்கு விசாரணையின் முதல் நாளில் மாண்புமிகு உயர்நீதிமன்ற தலைமை நீதியரசர் இவ்வாறு சொன்னார். "Prima facie of this case seems to be very serious , the court will monitor the entire investigation conducted by DVAC '' (ஓப்பனிங் எல்லாம் நல்லாத்தான் இருக்கு).   வரப்போகும் தீர்ப்பும் வரலாற்றில் நிலை பெறட்டும். பஞ்சாப் -ஹரியானாவுக்குப் பிறகு இங்கும் ஒரு திருப்பம் தரட்டும். ஒரு பெருமழைக்குப்பின்னர் சுத்தமாகும் கூவத்தைப்போல அதன் கரையிலிருக்கும் TNPSC -யும் சுத்தப்படட்டும். நம்பிக்கையோடு காத்திருப்போம்.....

தேர்வாணையத்தில் தவறு நிகழ விடமாட்டேன்: ஆர்.நடராஜ்

தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையத்தில் இனி எந்தத் தவறும் நிகழ விட மாட்டேன் என்று புதிதாக பொறுப்பேற்றுக் கொண்டுள்ள அதன் தலைவரும், முன்னாள் டிஜிபியுமான ஆர்.நடராஜ் தெரிவித்தார். தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையத்தின் புதிய தலைவராக அவர் பொறுப்பேற்றார். இதன்பின், செய்தியாளர்களுக்கு அவர் அளித்த பேட்டி:

தமிழக அரசு என் மீது நம்பிக்கை வைத்து மிக முக்கியமான இந்தப் பணியை அளித்துள்ளது. அரசுப் பணி என்பது தெய்விகப் பணியாகும். அது ஒரு கொடை. அத்தகைய ஒரு வாய்ப்பு எனக்குக் கிடைத்துள்ளது. அதை திறமையாகப் பயன்படுத்துவேன். அரசுப் பணியில் சேர திறமை இருக்க வேண்டும். பணியில் சேருபவர்கள் தங்கள் பணியை நிறைவாக பூர்த்தி செய்ய வேண்டும். நேர்மையாகச் செயல்படுவது அவசியம். திறமையும் நேர்மையும் மிக்கவர்கள் அரசுப் பணியில் சேரும் சூழ்நிலையை உருவாக்குவேன். நாணயம் பெறாத சேவை: முதலில் செய்யப் போவது நாணயம் பெறாத நாணயமான சேவை. தேர்வாணையத்தில் உடனடியாக நிறைய சீர்திருத்தங்கள் கொண்டு வரப்படும். அரசுப் பணியாளர் தேர்வாணையத்தின் தேர்வுகள் பற்றி ஒரு புகை மண்டலம் சூழ்ந்து இருக்கிறது. அந்தப் புகை மண்டலம் அகற்றப்படும். வெளிப்படையான நிர்வாகம் மேற்கொள்ளப்படும்.

India's Leander Paes and his Czech partner Radek Stepanek won the Australian Open men's doubles title. The unseeded pair upset top seeds Mike and Bob Bryan 7 - 6 (7/1), 6 - 2 in the final. This is Paes' maiden Australian Open men's doubles title, the only Slam that was missing from his kitty even though he has previously won six Grand Slam doubles title. Tamil Nadu chief minister J. Jayalalitha—perhaps borrowing an idea from one friend, Narendra Modi, and encouraged perhaps by another, Cho Ramaswamy—has a bee buzzing in her bonnet: a role for herself in national politics. Predictably, the lead-up was abrupt and dramatic. About a month back, Jayalalitha threw her confidante Sasikala out of the AIADMK and her Poes Garden residence. Out, too, went Sasikala’s relatives holding party positions. It’s not clear what the provocation was, but Jayalalitha wants to dissociate herself from the cloud of corruption around Sasikala and her coterie—husband, nephews, relatives, loyalists in the bureaucracy, chiefly from her Thevar community. The severance has a ring of finality to it. “Betrayers won’t be forgiven,” Jayalalitha told a party general council meeting after the expulsions, so, unlike in 1996, reconciliation is ruled out.

As for her national ambitions, she made it known last week to AIADMK cadres that the party should carve out a role for itself “beyond the borders of Tamil Nadu and reach the top spot”. Token acknowledgement of her ambition came soon enough from the BJP’s L.K. Advani, who described her as a “natural ally”. Given her overweening self-belief, bolstered as it is by the drubbing the AIADMK gave rival DMK in the assembly elections, she is evidently quite serious, though it is actresses rather than politicians from the south who have so far had pan-Indian appeal.

When she took over last May, Jayalalitha, apt to be imperious and peremptory, presented herself in a mellow, accessible, even charming avatar, giving the impression that she would justify the mandate her party had got. Her reading was that the electorate had rejected the DMK and reposed faith in her party to rid the state of corruption. Across the nation too, the mood is against corruption. So Sasikala & Co had to go. “They were running amuck,” says a source, so much so that it was subverting Jayalalitha’s promise that bureaucrats’ initiatives would have her backing. As a bureaucrat put it, “If the DMK took ‘x’ rupees per flat from a builder, now the word was that five times that amount was the price to get a job done.”

But there is also talk that a “Mylapore mafia”—a reference to Jayalalitha’s alleged dependence on a Brahmin lobby, includingThughlaq editor Cho Ramaswamy and Sangh parivar ideologue S. Gurumurthy—has replaced the Sasikala gang. Sources say that since much of Jayalalitha’s and the party’s finances were handled by Sasikala, she has now got a team of lawyers and auditors to clean up the mess. For political counsel, she looks to senior party leaders like P.H. Pandian. But in the period before Sasikala was turfed out, Cho had become a frequent caller on Jayalalitha—once a week, as opposed to once a month earlier.

Cho is dismissive of the perception that he’s the chief minister’s new “confidant” and “advisor”, though “we happen to know each other for 55-60 years”. Satirist that he is, he says, “They say so many things. They even call me a Brahmin. I am indeed an Iyer, but I don’t have any qualities of a Brahmin!”

Those who see him as pivotal in Sasikala’s ouster, however, point out that Thughlaq’s anniversary fetes are usually held in a small hall, but this year’s function, held last week, was at Valluvar Kottam, the chariot-shaped memorial to Tiruvalluvar which has an auditorium that can accommodate some 4,000 people. State security was provided for the event, leaving no doubt the government did play a role, even if the rumoured meeting between Modi, Advani (who were invited) and Jayalalitha did not take place. Laying bare his loyalties, Cho declared at the function, “If at all there is going to be a government supported by the BJP and not led by it, I’d prefer it helps Jayalalitha become the PM.”

But her tendency to keep to herself—she did not even pay a condolence visit to the house of her dance teacher K.J. Sarasa, who died a couple of weeks back—could work against her. Obviously, she is getting no direct inputs. “No one is interacting with civil society,” says M.G. Devasahayam, a retired IAS officer and activist. “No one tells her anything because they could be insulted or humiliated.” The joke is, the only things IAS officers tell her is ‘seri’ (okay, in Tamil) or ‘sorry’.

That she is ill-advised, or not at all, is quite clear. Many of her ideas directed against the previous regime—such as deferring the implementation of a uniform syllabus, the plan to convert the Anna Centenary Library into a children’s hospital, her order to abolish the posts of some 12,600 welfare workers hired by the DMK regime—have been stayed or quashed by the courts. Also, an interim order of the high court, hearing a PIL, has strictly told her to keep her hands off the Rs 552-crore assembly-secretariat complex, former chief minister M. Karunanidhi’s dream project. She had made it a point of prestige not to have offices there and instead convert it into a super-speciality hospital. But Cho defends her. “She’s a good administrator,” he says. “Her administration the last time she was in power wouldn’t have been good if she wasn’t in touch with the people.”

Prime ministerial dreams could be deferred, but the chief minister has to deal with the more immediate threat of the Sasikala group hitting back. Party functionaries and cadres are happy about the break with Sasikala—one party source said “Jayalalitha is out of the web and it’s final”, and there was even some bursting of crackers and distribution of sweets. But with Jayalalitha “clueless about finances, which were handled by the Sasikala group”, there could be a big headache to deal with. On January 17, at the annual three-day festival in Thanjavur during Pongal that Sasikala’s husband M. Natarajan organises, he bragged that he could shake up the state with his slew of “influential” friends. As proof, he introduced one Krishna Mohanji, who he said was the brother-in-law of Union minister Pranab Mukherjee. But police officers have trashed the claim.
As Prof C. Lakshaman of the Madras Institute of Developing Studies, says, “Without Sasikala, the party will survive, but without Jayalalitha it will not. She’s won a huge majority in the elections, so who can dare to challenge her in the party or the government?” No wonder she’s dreaming big.
