9.7 crore new voters added

The country has added 9.7 crore voters since the 2009 Lok Sabha poll, which translates into a 13.5% rise, but the statewise rolls for 2014 finalized on January 31 show that Tamil Nadu, Haryana, Madhya Pradesh and West Bengal have registered the highest growth of voters in percentage terms. Beating the national average by a huge margin, the electorate in Tamil Nadu has swelled by a whopping 29.3%, in Haryana by 28%, in MP by 25% and in West Bengal by almost 19%.

Interestingly, the Tamil Nadu, Haryana and Madhya Pradesh electorate had shown a decline of around 11.9%, 1.9% and 0.7%, respectively, between the 2004 and 2009 Lok Sabha polls. Voters in West Bengal grew between 2004 and 2009, though only by 9.6% as compared to 25% between 2009 and 2014.

Elections 2014: AIADMK seeking larger role in national polity

The All India Anna Dravida Munnetra Kazhagam (AIADMK), which has finalised tie-up with the Left parties for the Lok Sabha polls, will be, for the first time in over four decades of its existence, seeking a larger role in the national polity.

This message was loud and clear, both at the party’s general council in December and more recently in the speech of Chief Minister and AIADMK general secretary Jayalalithaa in the Assembly.

In her reply to a debate on the Governor’s address in the House, the Chief Minister, speaking on the issue of Sri Lankan Tamils, had observed that after the Lok Sabha elections, her party would be in a position to shape policies at the Centre. More or less the same point, she made at the party general council in December. She had then said when the general council met next (December 2014), the party should be the guiding force for the nation. For over one and a half years, the party has been preparing itself to meet the polls, by holding consultative meetings in every Lok Sabha constituency.

Like in 2004, this time too, the party is expected to contest in 30 and odd Lok Sabha constituencies. Then, the AIADMK had fought the elections together with the Bharatiya Janata Party (BJP), fielding its nominees in 33 constituencies and seeking votes for the sitting Prime Minister Atal Bihari Vajpayee. In 2009, when the party headed a coalition that included the Left, the Pattali Makkal Katchi and the Marumalarchi Dravida Munnetra Kazhagam, its concentration was more on highlighting “failures” of the United Progressive Alliance government at the Centre and the then Dravida Munnetra Kazhagam (DMK) government in the State. But, now, the focus of its campaign will be entirely different and the party aspires to play a crucial role in the government formation at the Centre, even as Ms. Jayalalithaa has made it amply clear that it is now pointless for any party to enter into the question – who the next Prime Minister would be.

Echoing her point, G. Ramakrishnan, State secretary of the Communist Party of India (Marxist), feels that there is no need to view the Lok Sabha elections from the prism of presidential type of elections.

Referring to the 1967 elections in Tamil Nadu when polls to Lok Sabha and the State Assembly took place simultaneously, the CPI(M) leader points out that the Dravida Munnetra Kazhagam founder C.N. Annadurai did not contest for the Assembly polls but he chose to participate in the Lok Sabha elections. It was only after the results of the Assembly polls that Annadurai had decided to become Chief Minister. Mr. Ramakrishnan recalls that at the time of Lok Sabha polls in 2004, there was no talk of Manmohan Singh becoming Prime Minister. “Did he not become the PM eventually?” he asks.

Tamil Nadu Chief Minister J Jayalalithaa's prime ministerial ambitions received a major boost with the CPI and the CPI-M courting her over the last couple of days. While the Times of India says that the CPI has already decided on even the seat sharing, CPI-M's Prakash Karat said that all details are being worked out.

But in the same media interaction, Jayalalithaa chose to play down the speculation about her prime ministerial ambitions by saying that the priority right now was about winning the elections and the choice of the prime minister would come later.

But the third front experiment has been repeated many times in Indian politics without considerable success. When asked whether it would be any different this time, Karat said that he didn't want to go into any details but that there is a definite possibility because many parties are refusing to ally with either the Congress or the BJP across the nation.

Interestingly, both the main parties in Tamil Nadu, DMK and AIADMK have maintained that they do not want to ally with these national parties for 2014.

While it does not make much of a difference to the Dravidian parties in the state, as Congress and BJP have never held sway in Tamil Nadu, it does make a huge difference for both the national parties and their allies, as Tamil Nadu with 39 seats and Pondicherry with 1 seat account for a total 40 seats.

Tamil Nadu principal opposition, Vijaykant-led DMDK was being courted by the BJP and the DMK, but the party has so far chosen to keep its cards close to its chest. In a meeting held by the party in DMDK, Vijaykant asked the cadre whether he should go it alone or ally with someone. The cadre seemed to favour going it alone, at which point Vijaykant said he will take a decision at an appropriate time. But he did indirectly criticise the DMK, the AIADMK and even mentioned his dislike of 'communal' forces.

DMK patriarch M Karunanidhi, expressed his strong dislike towards Congress for its handling of the 2G issue and the Sri Lankan Tamil issue. His efforts to build an alliance with DMDK have proven futile so far. The DMK has chosen to be equidistant from both the Congress and the BJP. So far it has some regional parties like the VCK on its side.

The BJP on the other hand has declared an alliance with Vaiko's MDMK. MDMK has been batting strongly for the Sri Lankan Tamil issue and the issue of fishermen. BJP leader Sushma Swaraj even held a meeting with fishermen in Pamban, hoping to woo the votebank. The BJP is also in talks with Anbumani Ramadoss-led PMK. But both these parties may not get a high number of seats in the polls.

The Congress is perhaps the most isolated in Tamil Nadu. While the 2G debacle has estranged the DMK, most other parties have stayed away because of the handling of the CHOGM and the fishermen issue, both emotive issues in Tamil Nadu, by the Central government.

Congress leaders like Gulam Nabi Azad and GK Vasan though have paid visits to DMK patriarch Karunanidhi in the past few days and Chidambaram also met him during the CHOGM controversy, but nothing seems to have come of these overtures.

Political analysts say that Jayalalithaa is on a strong wicket in the state is likely to get majority seats. While her becoming PM may require many permutations and combinations of the third front to work out, she is likely to still have a king-making position after the polls; something which she is likely to leverage well. Analysts also point out that depending on poll results, many parties could change their stance and go for post poll alliances in Tamil Nadu.

AAP alleges audio tapes prove cover-up for Kanimozhi in 2G scam

The Aam Aadmi Party (AAP) has alleged that a huge cover-up was engineered in the telecom scam to protect parliamentarian M Kanimozhi ,whose father heads the regional Tamil Nadu party DMK.

Prashant Bhushan, a senior leader of the AAP, says that leaked audio tapes prove Kanimozhi's complicity in accepting a 200-crore kickback from a telecom firm which was given an  out-of-turn mobile network license by her party man A Raja, while he was Telecom Minister in 2008. Mr Raja and Kanimozhi have both spent time in jail on criminal charges in connection with the telecom swindle, worth 1.76 lakh crores according to the national auditor.

Mr Bhushan, a lawyer-activist, said that M Karunanidhi, the 89-year-old chief of the DMK, "was in the know and involved with the cover-up." (Highlights of Prashant Bhushan's Press Conference)

The CBI, which is investigating the scam, has said that Swan Telecom routed a huge bribe to Mr Raja which was deposited with a television channel in Chennai which was partly owned by Kanimozhi and her stepmother. Kanimozhi has argued that she was not involved with the management of the company.

Over the weekend, phone conversations were placed online that allegedly have the TV channel's MD, Sharath Kumar, revealing how he altered documents to make it seem like Kanimozhi was not involved with the running of the channel. AAP said it cannot verify the authenticity of the tapes but said they "appear genuine."

Sources close to Kanimozhi say that the tapes do not refer to her by name and that she is not implicated in the conversations.

Election 2014: AIADMK and CPI clinch an alliance

Efforts to form a non-BJP, non-Congress combine gained further momentum with senior Communist Party of India leaders calling on Tamil Nadu Chief Minister Jayalalithaa and announcing the launch of an AIADMK-CPI alliance for the forthcoming Lok Sabha polls. Ms. Jayalalithaa said CPI(M) general secretary Prakash Karat would meet her.

Mr. A.B. Bardhan, former general secretary of the CPI said that, if the alliance succeeds in the election, then the prospects of Ms. Jayalalithaa as Prime Minister would open up for her. Ms. Jayalalithaa, however, intervened to remark that such issues would come up at a later time. “Now, our aim is to work together and win all 40 seats in Tamil Nadu and Puducherry.” She said the AIADMK would fight the election on the plank of peace, prosperity and progress.

CPI national secretary D. Raja said the all-party meeting convened by Parliamentary Affairs Minister Kamal Nath would provide an opportunity to the leaders of the non-BJP, non-Congress parties to have an informal discussion. “We have plans to meet the media together. But we have to wait for Bihar Chief Minister Nitish Kumar, who will arrive in Delhi only on February 9. Mr. Deve Gowda and other leaders will be in the capital to attend Parliament.”

Janata Dal (United) president Sharad Yadav said the formation would be clear after the polls. “It is a viable alternative, as in the past too we have formed governments at the Centre which fell due to personality clashes, internal contradictions and ideological issues,” he told The Hindu.

Samajwadi Party spokesman Rajendra Chaudhary said in Lucknow that the numbers game would decide the strength of the constituents of the grouping. “Uttar Pradesh has 80 Lok Sabha seats and the SP will win a majority of these,” he said.

“Biju Janata Dal will definitely support the third front and the constituent parties will choose the Prime Minister,” said Damodar Rout, senior BJD leader and Health and Family Welfare Minister in the Naveen Patnaik government.
