National Crime Records Bureau 2011-12

            The crime rate for Indian Penal Code offences in the country during 2012 shows Kerala on top with 455.8 cases for every 1,00,000 persons. This figure is shown in the country’s crime statistics for 2012 released by the National Crime Records Bureau. Madhya Pradesh with a rate of 298.80 comes second and Tamil Nadu with a rate of 294.80 came third. But it was in Madhya Pradesh that the highest number of IPC offences was registered last year – 2,20,335, followed by Maharasthra with 202700 IPC cases registered, and Tamil Nadu in the third position with 200474 cases. Kerala is in the seventh position with 1,58,989 cases. A total of 23,87,188 IPC cases were registered in the country last year.
Among the cities in the country, it was Kochi on top with the highest IPC crime rate of 817.90 during 2012 followed by Indore with a rate of 762.60 and Gwalior in third position with a rate of 709.30. Kollam city in Kerala comes fourth with an IPC crime rate of 637.30 last year. The statistics show that the IPC crime rate in 2012 had increased by 2.30 per cent over 2011.

The share of violent crimes from the total number of IPC crimes during 2012 was 11.50 per cent and it was 11 per cent in 2011. State wise, the highest rate of violent crimes was reported from Assam (54.20) followed by Manipur (44.60), Kerala (42.70) and Delhi (34.70) as compared to 22.70 at the all-India level.
34,434 murder cases were registered in the country last year of which Uttar Pradesh registered 4,966, or 14.40 per cent of the total murders. 35,138 attempt to murder cases were also registered in the country last year and the highest was in Bihar- 5,452 or 15.5 per cent of the total. 24,923 rape cases were registered in the country in 2012 and the highest was in Madhya Pradesh - 3,425. In 98.20 per cent of the rape cases, the offenders were known to the victims.
The proportion of IPC crimes committed against women under total IPC crimes has increased during last 5 years from 8.90 pc in the year 2008 to 9.4 pc during the year 2012. Cases under Immoral Traffic (Prevention) Act increased by 5.20 pc (from 2,435 in 2011 to 2,563 in 2012) and Tamil Nadu topped this list with 500 cases.
Out of a total of 2,44,270 cases of crime against women registered in the country, 53 major cities in the country accounted for 36,662 such cases. Delhi topped with 5,194 cases in the city category. Bangalore was placed second position with 2,263 cases and Kolkotta in the third position with 2,073 cases. The rate of crime against women in the 53 major cities stands at 47.76. This is higher as compared to national rate at 41.74.
205 cases of human rights violation by police were reported during 2012 out of which 19 were charge-sheeted. The statistics show that the highest number of human rights violation complaints was by the Assam police - 102. The number of custodial deaths in the country in 2012 was 109, of which 24 were suicides. One case of custodial rape was reported in the country last year and the incident had occurred in Punjab.
The statistics show that for every one hour, 273 cases were reported in country and 373 persons were arrested under different IPC sections in the year 2012. For every one hour, 2.84 cases of rape were reported in country in which, on an average, 3.55 persons were arrested during the year 2012.
